Transportation

Sustainable Energy Enables Resilience
Booz Allen helped the U.S. Army address critical energy resilience needs by providing engineering, financing, and stakeholder support that were critical to the execution of the Schofield Barracks biofuel power generation plant. The state-of-the-art plant addresses 100% of the power needs for the barracks, Field Station Kunia, and Wheeler Army Air Field, while providing much-needed resilience to the entire Oahu, Hawaii, electrical grid.
An Infrastructure-Specific Approach to Cybersecurity
A major U.S. hydroelectric dam operator partnered with Booz Allen for assistance with understanding its cybersecurity challenges and meeting Federal Information Security Modernization Act (FISMA) reporting requirements. With only 5 weeks until the reporting deadline, we pulled from a deep understanding of operational technology and its unique cybersecurity needs to perform a detailed assessment and provide a prioritized list of vulnerabilities that included guidance on how to correct them. With the list of prioritized recommendations in hand, the client asked us to assist in remediating the identified vulnerabilities.
Technology Improves Quantity, Quality, and Accuracy over Traditional Facility Inspections
Booz Allen combined advanced imagery collection techniques with AI to complete a facility condition assessment at Hurlburt Field, with integration into BUILDER, the installation data management system of record. Using accelerated data capture techniques, we collected LiDAR scans, 360-degree photography, and detailed photographic imagery of 43 buildings, nearly a million square feet, within 1 week, without impacting sensitive onsite operations at this highly secure Air Force Special Operations Command location. Sophisticated AI was then used to process the vast amount of unstructured data and digitize the facilities. The resulting models were autonomously validated against existing BUILDER data, updating and reconciling quantities in the verification process. Highly qualified engineers assessed the condition and function of the facilities remotely, saving significant resources by limiting the mobilization and level of effort of costly engineers. The Booz Allen data collection and AI-driven methods resulted in the identification of more than 1,000 new records, a 28% increase over the previous count, and an update of more than 700 existing records, 20% of the original body of records. These results demonstrated the advantages of our technology-enabled solution with its significant increase in quantity, quality, and accuracy over traditional inspections.
Modernizing Asset Management Through Data
Many federal agencies are faced with critical asset management decisions as their assets begin to fail after years of budget cuts and inconsistent investment policies. Booz Allen partnered with the Air Force to create an Installation Health Assessment (IHA) that allows the Air Force’s leaders to see data in real time and view how investment priorities will affect impact readiness and resiliency at an installation. Booz Allen leveraged its data science maturity methodology and its analytical framework with advanced data visualization tools to develop a tool that allows the Air Force to collect, analyze, and ultimately predict impacts to its facilities based on a series of investment and policy levers. The IHA now allows Air Force leaders to make informed strategic facility investment decisions at the portfolio level as well as installation-level funding decisions.
Incorporating Unmanned Aircraft Systems into Airport Infrastructure and Planning
Unmanned aircraft systems (UAS) offer airports efficiencies in airport security, surveillance, and maintenance. Booz Allen worked with industry leaders and airport managers to develop guidance materials for safely integrating UAS into airport operations, providing a general framework that can be tailored based on the size, geographic considerations, and manned operations of each facility. We conducted a literature review of industry and scholarly information on UAS and airports, compiling challenges, best practices, and emerging issues to identify challenges specific to different airport characteristics. Booz Allen engaged stakeholders throughout the process to ensure the capture of all concerns and suggestions. The literature review and constant engagement with both airports and stakeholders led to more efficient and safer integration of UAS operations in the airport environment. Our research culminated in three guidance documents for communicating integration strategies for UAS operations at airports across the country. It also resulted in the creation of tools that will help airports integrate UAS, such as decision-making flowcharts and an eLibrary of relevant regulatory literature and videos.
