   2. Concept Development and Requirements Analysis—Analysis of audit results and outlined requirements to design an energy management project concept.
   3. Implementation and Change Management—Implementation and integration of more energy efficient practices and systems and training in using them effectively.
   4. Measurement and Verification—Performance assessment and measurement of the effectiveness and energy efficiency of the project, including long term monitoring, verification of savings and benchmarking.
3. Training on Energy Management (SIN 871-203)—Train users to reduce energy consumption, mitigate risk with energy systems, operate systems efficiently, and choose energy-efficient systems.
4. Financial and Business Solutions

3. Accounting Services (SIN 520‑11), including transaction analysis, transaction processing, data analysis and summarization, technical assistance in devising new or revised accounting policies and procedures, classification of accounting transactions, and special studies to improve accounting operations.
4. Budgeting Services (SIN 520-12), including assessment and improvement of budget formulation and execution processes, special reviews to resolve budget formulation or budget execution issues, and technical assistance to improve budget preparation or execution processes.
5. Construction Management (SIN 871‑7), Construction Management Customer agencies shall utilize construction managers as their principal agent to advise on or manage the process over the project regardless of the project delivery method used. The Construction Manager assumes the position of professional adviser or extension of staff to the customer agency. The Construction Manager frequently helps the customer agency identify which delivery method is the best for the project. The construction management approach utilizes a firm (or team of firms) with construction, design, and management expertise to temporarily expand the customer agency’s capabilities so it can successfully accomplish its program or project. The Construction Manager also provides expert advice in support of the customer agency’s decisions in the implementation of the project.
