Matt Carter is a leader in Booz Allen’s global defense business. Based in Washington DC, he leads our work for the U.S. Navy’s Naval Sea Systems Command (NAVSEA) Program Executive Office Integrated Warfare Systems and Program Executive Office Carriers. Matt supports our clients integrating world-class weapons systems into the fleet and guiding the implementation of innovative technology solutions to keep the fleet ready, relevant, and lethal.
Matt previously served as our lead executive in the Pacific West region where he assisted U.S. clients in Japan, Korea, and other U.S. Indo-Pacific Command locations. Having spent a considerable amount of time in the Pacific on active duty and with Booz Allen, he is an expert on the threats that seek to disrupt today’s free and open Indo-Pacific region.
Before joining Booz Allen, Matt served 34 years in the U.S. Navy, retiring as a rear admiral serving as deputy commander of the U.S. Pacific Fleet. He led multiple operational aviation commands as well as U.S. Naval Forces Japan where he maintained international relationships with host-nation Japan for all U.S. naval forces forward deployed to the country.
Outside of Booz Allen, Matt volunteers as a member of the non-profit Northern Virginia Veterans Association board of directors and the Maritime Patrol Association board of directors.
Matt has a master’s degree in national security and strategic studies from the Naval War College and a bachelor’s degree from the Virginia Military Institute.
